I'm not sure if this is the same suggestion or not. I'll add the info here, in case the other one should be closed.

Configuration Files - 'global'

Allow creating 'global' configuration files. Perhaps allowing to set which environments the configuration files are available for.

This would be nice for cases when there are multiple environments that use some shared configuration files. So they can be edited in one place easily.
